Delhi’s Long-Delayed Master Plan to be Implemented Without Delay: CM Rekha Gupta

New Delhi, August 2, 2025: The National Real Estate Development Council (NAREDCO), under the aegis of the ministry of housing and urban affairs, organised a focused seminar on ‘Sustainable Development in NCT-Green Bhi, Growth Bhi’ at the Taj Mahal Hotel, New Delhi.

The event served as a platform for policymakers, industry leaders and sustainability champions to explore how Delhi’s development goals can integrate ecological responsibility without compromising economic momentum.

The seminar was marked by the formal unveiling of the upcoming NAREDCO National Convention by the chief guest and CM Rekha Gupta.

“Our government is committed to the holistic development of Delhi—better infrastructure, modern housing, world-class hospitals, vibrant markets and safe opportunities for women. With the Central government’s allocation of INR 881 crore, we are determined to transform the capital into the Progress City of India,” she said.

“From solar energy, green buildings and clean power initiatives to the adoption of modern technology, Delhi will move ahead with a new vision. Complete infrastructure development is our priority—new water pipelines, upgraded sewer networks, decentralised sewage treatment plants to clean the Yamuna, solar panels in every home and rainwater harvesting projects.”

Alongside this, “we will establish new hospitals, schools, malls, gaushalas and biogas plants while also positioning Delhi as a major business hub with modernised ISBTs and upgraded bus depots”.

She added that government is “equally committed to improving Delhi’s air quality through concrete measures-planting 70 lakh trees, deploying 1,000 water sprinklers, introducing 70 mechanical sweeping machines and operationalising smoke towers for dust mitigation.”

Not a single slum in Delhi will be removed without first providing a pucca home. “If needed, policies will be amended, but no family will be left behind—this is our commitment, fully aligned with the vision of Prime Minister Shri Narendra Modi.”

She further added, “The long-delayed Master Plan will finally be implemented, turning vision into action. It’s time to bring citizens and organisations like NAREDCO together to build the Delhi we all deserve. Delhi is not just changing—it is leading the change.”

Kapil Mishra, Law and Labour minister, said, “Under the leadership of chief minister Rekha Gupta, Delhi is undergoing a remarkable transformation. Just last week, several reforms were introduced, including initiatives to ensure equal opportunities for women and enabling a 24×7 work environment. Delhi is changing, and with this momentum, we can establish joint skill development centres to bridge the skill gap and unlock new avenues of employment.”

Niranjan Hiranandani, chairman, NAREDCO, highlighted the global urgency of the climate crisis and the responsibility of the built environment sector.

“Sustainability is a necessity, both environmentally and economically. With construction accounting for a large portion of carbon emissions, the real estate sector must move from conventional approaches to smart, sustainable models. This means adopting green materials, planning for energy efficiency, and integrating smart infrastructure,” he said.

“India’s urban centres have the potential to lead this transition, and Delhi, with its strategic significance, must lead by example. We need public-private cooperation, but more importantly, a shift in mindset where ‘green’ becomes the default and not the exception.”

G Hari babu, National President, NAREDCO, spoke about the council’s long-term vision and commitment to sustainable real estate development,. “We believe the NAREDCO National Convention will serve as a defining milestone in encouraging developers to innovate for impact. From retrofitting existing structures to building climate-smart homes, the sector must adopt a forward-thinking approach that doesn’t wait for regulation to act responsibly.”

Harsh Vardhan Bansal, President, NAREDCO Delhi, shared how the capital’s real estate sector is evolving. “Delhi presents a unique case where infrastructure demand is high yet land and environmental constraints are very real. The question is not whether we can grow but how we can grow smarter.”

NAREDCO Delhi’s focus is to ensure that housing, commercial development and urban services all move in the direction of sustainability. “We are working closely with policymakers and urban planners to push for incentives that reward eco-friendly practices and penalise shortsighted developments.”

The event also marked the formation of the Governing Council for the NAREDCO Delhi Chapter along with the appointment of sub-committees focused on sustainability, infrastructure, regulatory alignment and affordable housing. These working groups will act as implementation arms to carry forward the ideas and recommendations emerging from the seminar.

Corporate partners such as KNEST, Jaquar, KONE, and MT&T presented innovative green technologies and sustainable construction solutions during dedicated slots. A collective feedback session aimed at enriching the Delhi LG Task Force’s understanding of ground realities and implementation gaps rounded off the programme.
