Delhi Master Plan 2047 Provides Clear Real Estate Investment Roadmap

During the event, ASSOCHAM and Knight Frank India released a joint report titled “Building Viksit Bharat: Real Estate as a Catalyst for Growth.” The publication highlighted that real estate and dwelling ownership contributed nearly 7% of India’s annual Gross Value Added over the past decade, while construction accounted for roughly 12% of total employment in 2025, ASSOCHAM said in a press release.
Industry leaders and regulators called for modernized governance at the summit. Devesh Singh, Member, Real Estate Regulatory Authority for NCT of Delhi, noted that the focus must remain on creating regulation that builds a trustworthy market for consumers, developers, and investors. Parneet S. Sachdev, Chairman, Real Estate Regulatory Authority, Haryana, advocated for technology-led regulatory evolution, stating, “The first decade created a statutory architecture of trust. The second decade, RERA 2.0, must create a technological architecture of trust.”

Addressing execution delays, Pradeep Aggarwal, Chairman, National Council on Real Estate, Housing & Urban Development, ASSOCHAM and Founder & Chairman, Signature Global (India) Ltd., stated that the goal is to make regulation predictable, transparent, and time-bound. Expanding on market scope, Gulam Zia, Senior Executive Director – Research, Advisory, Infrastructure and Valuation, Knight Frank India, stressed the need to bring emerging cities and affordable housing into the mainstream narrative beyond the top eight cities.
Highlighting execution mechanisms, Chittaranjan Dash, Principal Commissioner, Delhi Development Authority, stated, “The government is going to play the role of a facilitator in the coming days but overall, it is going to be the private sector that’s going to uplift the city.” On safety standards, A.K. Malik, Chief Fire Officer, Delhi Fire Service, urged the sector to move “beyond compliance, which means going over and above the minimum requirements.”

The conference concluded with remarks from Saurabh Sanyal, Secretary General, ASSOCHAM, reaffirming the organization’s commitment to strengthening government-industry collaboration for a transparent real estate ecosystem.
