Maharashtra Government Fast-Tracks AI Innovation City Project in Navi Mumbai

Mumbai, September 4, 2026: The Maharashtra Government is firming up a time-bound roadmap to expedite the development of an Innovation City near the Navi Mumbai International Airport in partnership with the Tata Group. Kaustubh Dhavse, Chief Advisor (Investments & Strategy) to the Chief Minister of Maharashtra, announced the move at the 6th Real Estate & Infrastructure Investors’ Summit (REIIS) 2026 organized by NAREDCO Maharashtra at the Jio Convention Centre in Mumbai, NAREDCO Maharashtra said in a press release.

The project involves a landmark $11 billion investment to construct India’s first Innovation City across 300 acres. The development envisions large-scale artificial intelligence data centers alongside high-performance computing, semiconductors, and Global Capability Centers. Maharashtra currently accounts for about 66% of India’s data-center capacity.

“The infrastructure that Maharashtra has created gives us an opportunity to take Mumbai, Maharashtra and India to the next level. We now have the momentum; the task is to execute at scale, create the right environment,” said Kaustubh Dhavse, Chief Advisor (Investments & Strategy) to the Chief Minister of Maharashtra. He added that predictable policies, credible execution, and infrastructure-led development will be crucial to translating investment interest into tangible outcomes.

The emerging ecosystem will be supported by new universities, healthcare infrastructure, six Centres of Excellence, and AI Innovation Regions across the state. Industry leaders at the summit emphasized the role of infrastructure and urban development in driving national economic growth.

Pranav Adani, Director of Adani Enterprises, stressed the need to create an ecosystem capable of supporting the country’s next phase of growth through the convergence of infrastructure and real estate.

Gautam Singhania, Chairman of Raymond Realty, noted that the real estate sector contributes over 7% to national GDP and called for deeper institutional capital, rental housing frameworks, GST rationalization, and faster urban redevelopment.

Dr. Niranjan Hiranandani, Chairman of NAREDCO India, highlighted that infrastructure expansion and improved connectivity in the metropolitan region are opening new opportunities across residential, commercial, logistics, and data center assets.

Kamlesh Thakur, President of NAREDCO Maharashtra, stated that Mumbai’s redevelopment must create complete, liveable communities supported by physical and social infrastructure to align with India’s long-term economic ambitions.
