UP RERA Provides Comprehensive Promoter Enrollment User Manual on its Portal

Lucknow/Gautam Buddha Nagar, September 18, 2025: The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has taken another significant step towards improving efficiency, transparency, and professionalism in the real estate sector by releasing a comprehensive User Manual for Promoter Enrollment on its official Web Portal.

The manual provides clear, step-by-step guidance to promoters for completing the enrollment process in accordance with the Real Estate (Regulation and Development) Act, 2016, the Uttar Pradesh Real Estate (Regulation and Development) Rules, 2016 and the Uttar Pradesh Real Estate Regulatory Authority (General) Regulations, 2019 along with relevant orders and directions of the Authority.

The new manual contains ten easy steps supported by pictorial instructions that simplify the enrollment process, making it more inaccessible for promoters. It reduces the chances of mistakes or delays and facilitates smooth completion of enrollment process. The structured guidance is expected to speed up application processing, helping promoters complete their enrollment more efficiently while enabling the Authority to review these details as and when the promoter applies for project registration.

This new manual follows earlier manuals for complaint registration and project registration, both of which have been widely used by stakeholders. Those manuals have significantly contributed to capacity building, improved quality in submissions, and strengthened confidence in UP RERA’s regulatory framework. The new promoter enrollment manual continues this series of reforms and represents another step in UP RERA’s ongoing mission to create a transparent and efficient real estate ecosystem.

UP RERA has emphasized that the manual is not only a procedural guide but also a strategic tool for capacity building within the real estate sector. By equipping promoters with clear understanding of the statutory requirements, the manual empowers them to complete enrollments accurately and efficiently.

Future Initiatives by UP RERA

The release of the promoter enrollment manual is part of UP RERA’s broader program of digital empowerment and stakeholder facilitation. The Authority to soon release a Project Extension Manual and an Agent Training and Registration Manual. The Project Extension Manual will provide promoters with detailed guidance for applying for extensions in project timelines, while the Agent Training and Registration Manual will help agents understand their responsibilities and complete enrollment smoothly. Together, these initiatives will create a complete set of resources to support all stakeholders in navigating the regulatory environment effectively.
