New Training and Certification System Implemented for Real Estate Agents in Uttar Pradesh

Lucknow/Gautam Buddh Nagar, February 8, 2026: The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has implemented a new and revised system for the training and certification of real estate agents working in the state. This system has been introduced by modifying the earlier office order dated 10 October 2026. The revised arrangement has been framed in compliance with Regulation 54 of the Uttar Pradesh Real Estate Regulatory Authority (General) Regulations, 2019, under the Seventh Amendment.

Rules for Firms, Partnerships, LLPs, and Companies

Under the new system, specific provisions have been laid down for real estate agents operating as firms, partnerships, LLPs, or companies. It has been clarified that the initial responsibility of obtaining the mandatory training will lie with those partners or directors who are actively involved in day-to-day operational activities. Along with them, a specified number of employees associated with sales or marketing activities must also undergo training and successfully clear the evaluation process. Only after fulfilling these conditions can the firm or company apply for registration as a real estate agent with RERA. Partners or directors who are of a sleeping nature and are not involved in daily operations have been exempted from training. However, over time, it will be mandatory for all active partners, directors, and employees to complete the training. The objective of this provision is to prevent the registration process from becoming unnecessarily complex.

Minimum Requirements for Certification

As per the new arrangement, it is mandatory that at least fifty percent of the total partners or operational directors, or two partners or directors, whichever is less, must complete the training. In addition, a minimum of twenty-five percent of the total sales and marketing staff must be trained in the first phase. For the remaining partners and employees, a notarized affidavit confirming that they will obtain the training in the future must be uploaded on the RERA portal under the training enrollment section. Only after completion of this process will the concerned firm or company be issued the training certification.

Mandatory Nature of Training

Under the revised system, training and certification have been made compulsory for new registration of real estate agents, for modification of existing registration certificates, and also for agents who are already registered with RERA. No application for new registration or modification will be accepted on the RERA portal without a valid training certificate.

Duration of Training, Examination, and Training Centers

The training program is non-residential and has a total duration of four days. An evaluation examination will be conducted on the fourth day of the program, and candidates who successfully pass the examination will be issued a training certificate. The training programs are being organized with the support of designated institutions at NIET, Greater Noida in Gautam Buddh Nagar district, and at the Indian Literacy Board on Kanpur Road in Lucknow.

Training Fee and Online Registration

For participation in the training and certification program, an online fee of INR 6,000 per trainee has been prescribed. Applicants who have already paid INR 5,000 earlier will be required to deposit the remaining amount of INR 1,000 through the RERA portal. The entire process of registration for training has been made completely online.

Provisions for Individual and Proprietorship Agents

In the case of real estate agents working as individuals or under proprietorship, it has been made mandatory for them to personally undergo the training and pass the examination. Based on the training certificate obtained, such agents will be eligible to submit applications for new registration or for modification of their existing registration with UP RERA.

Deadline for Previously Registered Agents

All real estate agents who are already registered with RERA have been directed to complete the training and obtain certification by 31 December 2026. Failure to obtain the training within the stipulated period may lead to difficulties in future registration-related processes. The official order regarding the new training and certification system, dated 5 January 2026, has been uploaded on the RERA web portal under the Circular section for reference. UP RERA has appealed to all real estate agents in the state to follow this new, simple, and practical system in a timely manner and to contribute towards making the real estate sector more transparent, accountable, and trustworthy.
