Chhattisgarh Reaffirms Commitment to Green Industrial Growth as CII Summit Concludes
Naya Raipur, August 13, 2026: Chhattisgarh today reaffirmed its commitment to building a competitive, investment-friendly, and sustainable industrial ecosystem, with the State Perspective and Special Address by Vishnu Deo Sai, Chief Minister of Chhattisgarh, taking center stage on Day 2 of the 5th Green Steel & Mining Summit 2026 in Naya Raipur. The two-day summit concluded with a strong call for greater collaboration among policymakers, industry leaders, technology providers, and other stakeholders to accelerate the adoption of green technologies, clean energy, energy-efficient processes, and responsible mining practices.
The session brought together senior government officials and industry leaders to discuss the state’s industrial growth priorities, policy reforms, and opportunities for sustainable investments across the steel, mining, manufacturing, and allied sectors. The session was attended by Vishnu Deo Sai, Chief Minister of Chhattisgarh; Rajeev Agrawal, Chairman, Chhattisgarh State Industrial Development Corporation (CSIDC); Subodh Kumar Singh, Principal Secretary to the Chief Minister of Chhattisgarh; Vikas Sheel, Chief Secretary, Government of Chhattisgarh; Rajat Kumar, Secretary, Department of Commerce & Industries, Government of Chhattisgarh; Siddharth Agrawal, Chairman, Steel Subcommittee, CII Eastern Region & Managing Director, Godawari Power & Ispat Ltd; Bajrang Goel, Chairman, CII Chhattisgarh State Council & Director, Shri Bajrang Power and Ispat Ltd; and Dev Jyoti, Regional Director, CII Eastern Region. The program also included an exchange of Letters of Intent to Invest, underscoring the state’s focus on strengthening its industrial ecosystem.
In his special address, Vishnu Deo Sai, Chief Minister of Chhattisgarh, expressed confidence that the summit organized by the Confederation of Indian Industry (CII) would benefit industrial development and serve as a milestone in advancing the steel and mining sectors. “Chhattisgarh has all the resources to emerge as India’s leading Green Steel hub—abundant minerals, a strong industrial base, reliable power, skilled manpower and a progressive policy environment,” he said. “As India moves towards becoming a global steel powerhouse while pursuing its net-zero ambitions, Chhattisgarh is ready to lead this transformation. The state has set an ambitious target to increase steel production capacity from 28 million tons to 45 million tons. To facilitate this growth, the administration has implemented a new industrial policy and the Jan Vishwas Adhiniyam. Infrastructure development remains a priority, with the government actively supporting industrial corridors and providing grants for private-sector industrial parks, such as the Nianar Industrial Area, to bolster ancillary industries. I invite investors and industry leaders from India and across the world to come to Chhattisgarh, invest here and become partners in building a greener, stronger and more self-reliant India. Together, we can make Chhattisgarh’s steel a defining force in the infrastructure and industrial growth of Viksit Bharat.”
Detailing the state’s industrial blueprint, Rajeev Agrawal, Chairman, Chhattisgarh State Industrial Development Corporation (CSIDC), shared how the strategy is currently centered on infrastructure expansion, digital process integration, and sector-specific diversification. “The state is actively scaling its industrial footprint through the development of 13 completed industrial parks since April 2025, with seven additional projects currently in progress,” he said. “Strategic focus is being placed on creating specialized industrial clusters, particularly in Naya Raipur. A notable addition to the state’s industrial portfolio is the establishment of a Space Manufacturing Cluster in the Rajnandgaon district. To enhance the ease of doing business, the state is transitioning to a fully digitized land allotment system. This initiative aims to eliminate the need for physical office visits by enabling entrepreneurs to conduct land research, verify availability, and submit applications remotely. While the state maintains a strong foundation in the steel and cement sectors, there is a clear strategic push to encourage investment in high-growth, emerging industries such as aerospace, electronics, textiles, and pharmaceuticals.”
Highlighting the national context, R Mukundan, President, CII, pointed out that the state stands at the intersection of India’s industrial ambition and its sustainability imperative. “With its strong mineral base, established steel ecosystem and growing manufacturing potential, the state has a unique opportunity to move beyond primary production towards higher-value, competitive and cleaner manufacturing,” he noted. “The next phase of growth must create not only more steel and industrial output, but also more value, stronger supply chains, cleaner production and, most importantly, more employment. CII is committed to working closely with the Government of Chhattisgarh to turn this opportunity into sustained and inclusive industrial growth. The ambition is clear: make Chhattisgarh a benchmark for competitive, sustainable manufacturing and a stronger engine of India’s growth.”
Highlighting the state’s readiness for economic transformation, Vikas Sheel, Chief Secretary, Government of Chhattisgarh, and Rajat Kumar, Secretary, Department of Commerce & Industries, Government of Chhattisgarh, emphasized that Chhattisgarh is building the foundations for the next phase of its industrial journey—transitioning from a steel powerhouse to a diversified manufacturing and investment destination. They noted that with a progressive industrial policy, deep structural reforms, abundant power, ready industrial infrastructure, and a strong ease-of-doing-business framework, the state is creating an environment where businesses can invest, grow, and innovate with confidence.
The deliberations over the two days reinforced the need to align industrial competitiveness with decarbonization and resource efficiency as India progresses toward its long-term economic and sustainability targets. For Chhattisgarh, the summit highlighted the opportunity to leverage its established mineral wealth while building the policy, infrastructure, and technology framework required for the next generation of green industries.
