Delhi Launches ‘Bhu-Aadhaar’, Digital ID for Every Land Parcel to End Property Fraud

New Delhi, February 16, 2026: In a major push toward digital governance and the modernization of real estate, the Delhi government has officially launched the Bhu-Aadhaar initiative. This ambitious project aims to assign a 14-digit Unique Land Parcel Identification Number (ULPIN) to every single plot of land across the city, effectively creating a permanent digital identity for property ownership similar to the Aadhaar system for citizens.

Chief Minister Rekha Gupta announced the rollout, emphasizing that the primary objective is the safeguarding of property rights. She noted that many families invest their life savings into land, only to find themselves entangled in legal battles due to murky or outdated records. “Bhu-Aadhaar is not merely a number; it is a powerful digital instrument designed to dismantle corruption and settle long-standing land disputes,” Gupta said, highlighting that the system will bring unprecedented transparency to the sector.

Although the Central Government introduced the ULPIN framework nationally in 2016, Delhi’s implementation had been delayed for years due to various administrative hurdles. It is now being executed in ‘mission mode’. The citywide launch follows a successful pilot program in Tilangpur Kotla village in West Delhi, where 274 digital records were generated to test the system’s technological accuracy.

How it Works: Geospatial Precision

The system relies on advanced geospatial technology and high-resolution data provided by the Survey of India. Each land parcel is identified by its exact longitude and latitude coordinates, ensuring that boundaries are fixed and undisputed. By merging text-based ownership records with geo-referenced maps, the system creates a “single source of truth” for a plot’s location, size, and legal owner.

Benefits for Citizens and Governance

For residents of Delhi, the Bhu-Aadhaar system promises to replace the headache of managing multiple paper documents with a single, verifiable digital ID. This is expected to:

  • Prevent Fraud: Eliminate the risk of multiple registrations and “ghost” owners.
  • Simplify Finance: Lead to faster bank loan approvals and clearer title verification.
  • Improve Planning: Assist the government in disaster management, fair property taxation, and the creation of organized land banks.

With this move, Delhi joins 29 other states and Union Territories—including Maharashtra, Uttar Pradesh, and Karnataka—that have already adopted the ULPIN system. The IT branch of the revenue department will oversee the implementation, utilizing over two terabytes of high-resolution drone-based imagery to ensure the city’s digital map is as precise as possible.
