GNIDA To Grant Partial OCs For Greater Noida Projects That Paid Advance Under Rehab Policy
Noida, November 1, 2025: Some relief has come around for stalled projects in Greater Noida. The Greater Noida Industrial Development Authority (GNIDA) will grant partial occupancy and completion certificates to developers who have made advance payments under the state government’s rehabilitation policy on stalled projects. This move will come as a major relief to thousands of buyers who have been waiting for homes for years, and developers wrestling with stalled projects.
The new order says that developers who have deposited one fourth of their recalculated dues — including the two-year zero period granted for the Covid pandemic — and made further payments towards the remainder will now be given certificates in proportion to their payments. This will open the path for possession by buyers struggling with procedural delays.
The Uttar Pradesh rehabilitation policy notified in December 2023 meant that developers had to pay 25 per cent of their recalculated dues and the rest in instalments. The first payment yielded a No Dues Certificate (NDC), allowing construction to carry on. Developers, however, continued to be stalled because of the need for no objection certificates from several government departments, with deadlines more often than not rendering them ineligible for further payments.
A new NDC would then be sought by the Planning Department so as to process occupancy applications. A new NDC could not be issued if later instalments were not fully paid, this stalling projects. The Confederation of Real Estate Developers’ Associations of India (CREDAI) NCR and Western UP chapters had approached the Authority in this matter. The latest decision will look out for the interests of homebuyers and developers and also help the Authority’s financial recovery.
