UP-RERA Organises Webinar on QPR and AAR Compliance to Strengthen Project Transparency and Accountability

Lucknow/Gautam Buddh Nagar, August 17, 2026: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) organised a state-wide webinar on Monday afternoon titled “QPR & AAR Compliance: Strengthening Project Transparency & Accountability” to sensitise promoters on statutory compliance, accurate project reporting, financial discipline, and transparency. The session was conducted under the chairmanship of UP-RERA Chairman Sanjay Bhoosreddy, with UP-RERA Secretary Mahendra Verma delivering the welcome address to open proceedings for participating promoters across Uttar Pradesh, UP-RERA said in a press release.

During the session, the Regulatory Consultant delivered a detailed PowerPoint presentation outlining the statutory compliance cycle of a registered project from initial target-setting to quarterly progress reporting and annual audit compliance. Promoters were informed that Quarterly Progress Reports must be filed within 15 days of each quarter’s end until project completion, with every targeted activity reported—noting zero progress where applicable rather than leaving fields blank. Delayed QPR filings carry a late fee of Rs 15,000, while defaults across two consecutive quarters can trigger show-cause notices.

The presentation detailed the reliance on three statutory certificates accompanying the QPR to create a mandatory three-way verification mechanism. The Architect’s REG-1 records physical site verification and completion percentages against a fixed baseline, the Engineer’s REG-2 independently assesses the cost of work completed using a “lower of two” safeguard between physical valuation and actual expenditure, and the Chartered Accountant’s REG-3 verifies books of account and eligible withdrawals. It was clarified that no single certificate can independently justify the withdrawal of funds from a project’s Separate Account, and repayment of loan principal from this account is strictly permitted only after a project receives its Completion or Occupancy Certificate.

The webinar also covered the REG-5 Annual Statutory Audit Report, which must be issued by the auditor handling the promoter’s overall balance sheet and filed within six months of the financial year’s end by September 30. Delayed filing incurs a late fee of Rs 25,000, with show-cause proceedings initiated for delays beyond one month. Additionally, officials provided an overview of the upcoming UP-RERA 2.0 web portal, designed to transition reporting from scanned documents to structured digital filings. Frameworks for seeking project registration extensions beyond 12 months were also outlined, requiring evaluation of legal, economic, and operational viability alongside oversight by the Association of Allottees.

The session was attended by several UP-RERA officials, including Principal Advisor Abrar Ahmad, Financial Advisor Sudhanshu Tripathi, Revenue Recovery Officer Meenakshi, AD System Amrish Kumar, System Analyst Ganesh Mishra, Legal Advisor Umang Chaudhary, and Media Advisor Pranjal Dixit.
