Yamuna Expressway Authority Creates 4-Member Team to Complete Pending Jaypee Projects in Noida

Noida, March 31, 2025: It’s good news for the 4,600-odd homebuyers left in the limbo by Jaypee’s unfinished projects along the Yamuna Expressway in Noida. The Yamuna Expressway Industrial Development Authority (YEIDA) has instituted a four-member committee that will oversee the completion of all pending housing projects of Jaypee Associates Limited (JAL) along Yamuna Expressway.
The committee has been formed on the orders of the Allahabad high court, and consists of the state’s principal secretary of industrial development, UP-RREA chairperson, YEIDA CEO, and one representative of the homebuyers.
According to officials, the committee would issue a request for proposal (RFP) within three months to select developers who will complete the projects. They say that homebuyers will not have pay any more than they originally had to. YEIDA CEO Arun Vir Singh was quoted by a leading daily as having confirmed this.
The JAL case goes back to 2008, when it was allotted 1,000 hectares by YEIDA under a special policy to develop a sports-centric zone that included the Formula One Buddh International Circuit. Almost a decade after this, JAL said it had invested INR 2,500 crore in the project, including the race circuit.
YEIDA did not agree that Jaypee met its obligations, and when it moved to cancel the allotment, the matter reached the high court. As hearings continued, homebuyers, most of whom had paid up to 95% of the cost of their homes, were horrified when YEIDA told the court that JAL had completed only 5.5 per cent of the developed area.
The high court has now set strict deadlines— projects that are three-fourths done must be complete in one year, half done projects get 18 months, quarter done get 30 months, and remaining get three years. An exit policy will be framed for buyers seeking refunds.
The period from February 2020 and the judgment date of March 10 has been declared a ‘zero period’, meaning no interest payments or penalties. Among the projects to be constructed by YEIDA are: Jaypee Greens Bougainvilleas, Country Homes, Greencrest Homes, Krowns, Kove, Buddh Circuit Studios, Kassia, Sportsville, and Villa Expanza.
