Realty Sector Reacts Positively to Haryana Government’s Stilt-and-4-Floors Policy

July 3, 2024: Real estate developers have welcomed the Haryana Government’s decision of allowing builders to construct buildings with stilt and four floors in designated residential sectors.

According to this, the state Government allows the construction of four floors with stilts in sectors where the layout plan allows for four dwelling units per plot. Moreover, this policy applies to plots adjacent to 10-meter roads where the layout plan allows for three dwelling units per plot, provided a mutual consent agreement is in place with all adjoining plot allottees. The policy also includes licensed DDJAY colonies, which provide affordable housing schemes for low-income groups in urban areas.

The decision, based on expert committee recommendations, shows prudent forethought by the policymakers. With the reinstatement, developers will have the permit for constructions to accommodate either four dwelling units per plot or three dwelling units per plot, as and where the design layout plans allow with adherence to specific dimensions to ensure adequate aeration and sunlight.

Complying with the Haryana Building Code, this will be a win-win for both developers and the State Government as the funds from infrastructure augmentation will go a long way to bolster urban infrastructure. We are confident that the policy to reinstate the construction of stilt-plus-four floors in the residential sector will help to address the state’s housing needs, and has the potential to increase housing options and enhance urban living standards, while incorporating a sustainable approach towards responsible infrastructure development.

Earlier also, the state had permitted such constructions. However, about a year and a half ago, it had implemented a ban on all such construction. What is also notable is that unlike the permission granted earlier, this time, the construction of the fourth floor is subject to the fulfilment of certain provisions that include, among others, the capability of the existing infrastructure to bear the additional load.”
