Shiva Cement Expands Khatkurbahal Mine Operations to Commercialize 2.4 Million Tonnes of Dolomite Annually

New Delhi, July 28, 2026: Shiva Cement, a subsidiary of JSW Cement and part of the JSW Group, has received a modified Environmental Clearance and Consent to Operate for its Khatkurbahal (North) Block Limestone and Dolomite Mines in Biringatoli, Kutra, situated in Odisha’s Sundargarh district. The regulatory approval from the State Pollution Control Board expands the operational scope of the mine to include the extraction and commercial sale of dolomite at a capacity of 2.4 million tonnes per annum. The block holds a total dolomite resource of 89.09 million tonnes, with 48.29 million tonnes classified as mineable, JSW Cement said in a press release.
The clearance allows the company to initiate commercial dolomite mining and sales, establishing a new revenue stream for its operations. As a primary raw material across steel, cement, glass, refractories, and related industrial sectors, the production of dolomite opens a new merchant sales channel for Shiva Cement while enhancing internal raw material security across the broader JSW ecosystem.

Commenting on the development, Nilesh Narwekar, Chief Executive Officer of JSW Cement, said, “The expanded scope at Khatkurbahal (North) allows us to unlock significantly more value from a mineral resource we already operate. Being able to commercialise 2.4 million tonnes of dolomite a year — over and above our existing product slate — gives us a new revenue stream, deepens our presence in Odisha’s mineral economy, and reinforces the raw material security that underpins our growth in eastern India. It is a good example of how disciplined resource utilisation, done within the framework of full environmental compliance, creates value for the business and for the region.”
Shiva Cement operates a manufacturing facility situated near the geographic borders of Odisha, Chhattisgarh, and Jharkhand, providing operational access to key industrial raw materials. Meanwhile, parent company JSW Cement continues to advance its broader national expansion campaign aimed at reaching 41.85 million tonnes per annum (MTPA) in grinding capacity and 13.04 MTPA in clinker production capacity. The company recently commissioned a greenfield integrated cement plant in Nagaur, Rajasthan—its initial entry into northern India—bringing its total operational cement grinding capacity to 24.1 MTPA and total clinker manufacturing capacity to 9.74 MTPA.
