SoftTech Engineers Limited Powers Launch of India’s First E-TDR Platform in Maharashtra

Mumbai, August 20, 2026: SoftTech Engineers Limited has been selected as the technology partner for the launch of E-TDR, India’s first unified digital platform for Transfer of Development Rights transactions. Introduced by the Brihanmumbai Municipal Corporation under the guidance of the Urban Development Department, Government of Maharashtra, the system digitizes the trading and management of development rights across the state.
According to a press release, the E-TDR platform is built to accommodate more than 18,000 registered developers and property owners operating within the municipal ecosystem. TDR functions as an urban planning mechanism, providing landowners with development rights in exchange for property acquired for public infrastructure projects like roadways, parks, and municipal utilities. These rights can be applied to alternative plots or traded on the open market.
The platform provides end-to-end digitization for these transactions, incorporating features for real-time bidding, negotiation, and digitally signed agreements. It connects directly with online payment gateways and the Inspector General of Registration system for automated stamp duty processing and regulatory compliance.
Technical features integrated into the platform include artificial intelligence predictive analytics, blockchain-based certificate issuance, automated compliance verification, and transaction auditing. The digital workflow is intended to eliminate market opacity, decrease processing timelines, and expand trading access for smaller developers and private landowners.
