UP-RERA Hosts Webinar on Digital Submission of Professional Certificates
Lucknow/Gautam Buddh Nagar, September 17, 2026: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) held a webinar on Thursday titled “Digital Submission of Professional Certificates Along with QPR” for promoters, architects, engineers, and chartered accountants. The session briefed participants on transitioning from uploading Architect (REG-1), Engineer (REG-2), and Chartered Accountant (REG-3) certificates as separate PDF documents to filing them as structured digital forms alongside the Quarterly Progress Report (QPR), as part of the migration to the UP-RERA 2.0 Portal, UP-RERA said in a press release.
Under the revised process, a promoter enters the quarter’s achievement details, uploads supporting media, and selects “Initiate Digital Submission of Certificates” on the QPR screen. The system generates an email with a web-link and instructions for the promoter to share with project professionals. The three certificates are filed sequentially through this link: the architect submits REG-1 first, followed by the engineer with REG-2, and finally the chartered accountant with REG-3. Core details auto-fill across all three forms, each certified using a Digital Signature Certificate (DSC). Once completed, the system automatically pushes them to the portal to finalize the QPR filing.
UP-RERA stressed that figures in digital certificates must align with the previous quarter’s filings to avoid delays. Architects must maintain consistency in activity dates and Table B details, engineers must align estimated costs with REG-1, and chartered accountants must cross-check figures against the engineer’s certificate and books of account. Table A applies to each tower, block, or sector, while Table B covers project-wide development. Architects were reminded to certify progress based on physical site inspections rather than supplied data alone. Any post-submission corrections require a full reset request through UP-RERA, generating a fresh web-link for sequential refiling.
The authority stated that replacing scanned PDF uploads with structured data aims to improve real-time monitoring of project progress and fund utilization, reduce filing inconsistencies, and enhance transparency to safeguard homebuyer interests. Support is available via the dedicated UP-RERA helpdesk.
A regulatory consultant convened the webinar with a presentation explaining the system mechanics.
