YEIDA and Medical Excellence JAPAN Ink Strategic Pact to Boost Medical Device Innovation in Greater Noida

Greater Noida, May 6, 2026: The Government of Uttar Pradesh, through the Yamuna Expressway Industrial Development Authority (YEIDA), has entered into a landmark Memorandum of Understanding (MoU) with Medical Excellence JAPAN (MEJ) to transform the regional healthcare manufacturing landscape. The agreement, signed today in Greater Noida, establishes a formal framework for bilateral cooperation in research, investment, and technology exchange within the specialized Medical Device Park, YEIDA said in a press release.

The partnership aims to bridge the gap between Indian infrastructure and Japanese technical prowess. Under the terms of the agreement, YEIDA will provide critical land allocation, utility support, and regulatory facilitation. In exchange, MEJ—a premier organization dedicated to Japanese healthcare expertise—will facilitate the entry of Japanese medical technology firms into the Indian market, while simultaneously leading capacity-building and knowledge-transfer initiatives.

The scope of the collaboration is broad, covering joint Research and Development (R&D) projects, the potential establishment of shared laboratories, and the creation of incubation programs for medical startups. By organizing trade missions and seminars, the parties intend to position the YEIDA Medical Devices Park as a primary destination for international investors, particularly those from Japan’s advanced manufacturing sector.

To ensure the partnership yields tangible results, a Joint Working Group (JWG) will be established within the next 30 days. This group is tasked with drafting a comprehensive Action Plan within 60 days to outline specific project timelines and responsibilities. The JWG will serve as the primary implementation mechanism, monitoring progress and identifying solutions to challenges in the sector’s development.

The agreement emphasizes a commitment to long-term economic and clinical benefits. According to the preamble of the document, the parties are “recognizing the significant role of the healthcare devices sector in improving healthcare delivery, enhancing patient outcomes, and fostering economic growth.” This structured framework is expected to accelerate the transition of the regional industry toward high-tech medical innovation and global manufacturing standards.

The MoU was finalized by high-ranking officials from both organizations, with Rakesh Kumar Singh, CEO of YEIDA, and Dr. Kenji Shibuya, CEO of Medical Excellence JAPAN, serving as the authorized signatories. While the partnership is valid through March 2027, both entities expressed a shared intent to explore direct investments and joint funding programs that will sustain the medical devices ecosystem well into the future.
