Welspun One Signs First PSU Partnership with Balmer Lawrie for Innovative Multi-Level Warehousing at JNPA SEZ

New Delhi, May 13, 2026: Welspun One has signed a Letter of Intent to sub-lease approximately 65,000 sq. ft. of Grade A+ warehousing space to Balmer Lawrie & Co. Ltd. This agreement, centered at the WTC Nhava Sheva facility within the JNPA SEZ, marks the first time a Government of India Central Public Sector Enterprise (PSE) has partnered with the warehousing giant. Balmer Lawrie, a Miniratna-I PSE under the Ministry of Petroleum and Natural Gas, plans to utilize the five-year sub-lease to bolster its port-linked logistics and SEZ warehousing capabilities, Welspun One said in a press release.

The partnership is particularly notable for its use of vertical space; Balmer Lawrie will operate from the first floor of the development. WTC Nhava Sheva is designed as India’s first multi-level warehousing project where upper levels are operationally identical to the ground floor. The infrastructure includes wide, unidirectional ramps that allow forty-foot container trailers to drive directly to upper-floor docking bays—a high-efficiency concept pioneered in global hubs like Singapore and Japan but now making its debut in the Indian market.

For Balmer Lawrie, the move extends an existing footprint that already includes a Container Freight Station at JNPA. By moving into the SEZ environment, the company will benefit from GST exemptions, customs duty deferment, and expedited clearance processes. The facility is part of Welspun One’s broader ₹2,700 crore flagship development, which spans 55 acres and is expected to be fully operational by early 2027. Located within 5 km of the JNPA port terminals, the ecosystem is built to handle a throughput of 50,000 TEUs annually.

Ltd., highlighted how the move aligns with their broader growth strategy. “Balmer Lawrie has been steadily investing in its logistics infrastructure to meet the evolving needs of customers in international trade. Our proposed facility at WTC Nhava Sheva will allow us to build on our depth in CFS operations, freight forwarding and trade facilitation, while offering customers a dedicated footprint for SEZ warehousing and value-added logistics services within the JNPA ecosystem. We see this as an important step in expanding our port-linked capabilities,” Raghavan said.
